Itchy pubic hair and groin. White spots on penis

I am a circumcised male and for the past 2 months I have had a lot of itching and discomfort in my pubic area.  The main problem is that the skin underneath my pubic hair ( mostly above my penis) gets very itchy and tender.  It can feel it when my clothes rub up against the top of my pubic hair and It feels like the hairs are prickly and itchy.  This is worse when I am active and walking or running around a lot.  When it is very itchy, The skin under the hair seems to be pinkish red which may be from scratching it.  
I also have a lot (15-20 ) very small white spots on my penis shaft that look like tiny pimples.  I don't think they are pimples though becuase they never break through the skin and They seem to dissappear and reappear throughout the day.  
I have been checked for stds including a HSV type 2 blood test which were all negative.  
I went to a general practitioner and he gave me Rx's for permethrin cream to treat the itchyness and Diflucan pills for what he thinks is a yeast infection.  I used the cream once and it did nothing to help the itchy and tender pubic hair area.  I have taken 1/3 of the pills so far with no positive changes.  Can anyone help?  Also, am I allowed to post a picture?  I feel like this would help.

From the symptoms it looks like heat rash. Tiny red spots with itching and pricking sensation are the characteristic appearance of this rash.

Avoid using any lotions and creams for the meantime. Use a mild cleanser with moisturizing properties like Cetaphil. Also use cotton clothes and change the clothes twice if there is any increased sweating. Try keeping the skin free of sweat as far as possible. If the symptoms still persist then you can apply mild steroid like dermacort. For the itching antihistaminics like Benadryl or Claritin can be taken.
