Itchy red bumps

I have been getting purpleish rashes that seem to be underneath the skin as well as patches of little red bumps on my thighs for about a 2 weeks. My thighs, genital, butt, and nipples are also very itchy and after scratching for awhile I develop larger red bumps, these are only appearing where I scratch the most.
I don't know if it's anything sexual, but I've been having sex with the same person for two years or so, I was told he was checked for STIs after his most recent girlfriend, and as far as I know has only had sex with me since then. Problem is he is itchy too, not so much the rashes and bumps.
At first I thought it was fleas, we sleep in the same bed with a cat who could possibly have them but now I don't really know.
Any ideas on what it could be/what I should do about it?

Hello,

Without examination confirmation of a diagnosis is tough but sine both of you are having it,so it can be bed bug bites or scabies.

Symptoms of bed bug bite include an itchy hive-like bump at the site of the bite mark, which will go away through the course of the day.After that, what start as small bruise-like areas turn into red, intensely itchy bumps on the exposed parts of the body (arms, legs, chest, and sometimes the face).

Scabies is an infestation of the skin with the Sarcoptes scabiei mite. It is characterized by intense itching, usually at night and by small insect-type bites lesions on the skin. Diagnosis of scabies is made by scraping the skin and viewing the material under a microscope to see the characteristic mite or eggs.

I feel that you should consult a dermatologist and get it evaluated to find out the confirmatory diagnosis as treatment for both  are different.
