Itchy red spots allergies or other?

My 4yo and I both started getting small red spots on our skin a week and half ago. They itch and look like flea bites. A couple on the belly, behind the knee, on her back and low groin area. We have no fleas. I freaked and assumed bedbugs, but no evidence of those either (but changed mattresses and sanitized anyway). After a week of this and no resolution, I saw my gen practicioner who barely looked at the spots and gave me cream for scabies. They don't meet any of the signs of scabies, but I did it anyway because I learned the same cream treated body lice and I figured "why not?" After treating myself and 4 yo the spots still itch, even the ones that appeared to have healed but now are red again. I change the detergent, but it's too soon to tell...I have suffered from allergies seasonally and periodically I itch all over anyway. So a combination of these strange spots that itch, no bugs or lice to be found, and my persistent allergy itch (I assume) is making me crazy. When I have episodes of the allergy itch there are no rashes, just a persistent itch all over the body that feels like crawling bugs. I've read a bunch about it and am finally going to get the allergy testing. However, are these things related? My 4 yo has told me in the past she itches but has never had a rash or bumps. Ironically, my 3 yo and husband have no symptoms of anything. I hate to live like this and I want what's best for the 4 yo, so help!

Hello,
It could have been due to bed bug bites or body lice. Chances of scabies are less because it is a very contagious disease and your husband and other child would have caught it from you by now. Wash the Clothing, bedding, and towels in hot water and dry them in sun after machine drying them. Topical permethrin or Lindane cream may be needed which are available by prescription only.

Also take some antihistaminic like Benadryl for the allergies and apply calamine lotion on the rash.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
