I've had a red itchy bumpy area on my upper thigh for over a year, what is it?

I have a red bumpy itchy area on my upper thigh. What is it? Its sometimes doesn't itch but when it does itch it REALLY itches. I have had it for more then a year, It hasn't gone away. Well the funny thing is the bumps come and go but its the exact same area. My whole body has no sort of acne, bumps or anything anywhere, clean. But its this small spot on my left upper thigh.
