Just some bumps on my genital area

First, I start by saying that I do get cysts and acne on my face, back, shoulders, and in my ear lobes.
I am wondering what these bumps on my genital region are. Well, it all started about five years ago after I had my car accident. I started to notice a red bump that turned into a whitehead within a couple of months. This was the first time and it was about 2-years ago, so I got tested for Herpes (a blood test). The results came back negative. Since then, I have gotten more bumps in the same area and have gotten tested again because I read that it could take up to months or even years for a doctor to be able to diagnose this problem. My genital area itches quite frequently, so I know that something is wrong. Overall, I have been tested 3-times and all of the results were negative.
Just last week, I notice a white bump around the head of my penis. Now, another one has appeared. They disappear after I have taken a shower, but come back later that day. I just do not understand this and would like someone else's opinion as to what this could be.
When I went to the doctor the first time he diagnosed me with testicilits, because he said that they were ingrown hairs. I am still not convinced that I don't have an STD, but I do not know what to get tested for. Could you please help refer me to what this could possibly be? Am I just worrying for nothing, or is there really a problem?
I do know that I have an overactive pituitary gland due to the injury that I received in that car accident in 2001. A doctor has told me that. I have a severe TBrainI, and I do not know if this is the cause of my problems. I know that this is going to be posted, so I do not want to tell of my injury. I know that you guys can figure out what a TBI is but, if not, you know how to get in touch with me to ask. Thank you for your help.

Nothing you describe sounds abnormal, much less serious.  The genital area often itches, because the skin is sensitive, gets rubbed, and so forth.  There's no reason for you to still be worrying about this after 5 years.  I suggest you see a dermatologist and find out once and for all what you have (probably nothing, besides a little irritation) and what you can do to minimize itch.

Last Fall I noticed some bump like warts on the genital area of.  I went to the dermatologist, he frooze them off and cut off another to test.  Lab work came back negative.  Recently I have noticed these bumps are coming back.  Is there anything I can do to get rid of these besides going back to the dermatologist, its embarrising.  Maybe a vitamin or even a immune system booster.  Thanks for your time
