Large raised bumps on penis

Hello a few years ago I developed some sort of infection on my penis. It almost looked like something under the skin protruding out and they were all around the shaft of my penis at the base. each bump was probably an 1/8 around and 1/8 inch high. It was pretty scary. I went to the doctor and he prescribed something and they went away. I think it might have been terbanifine pills. Anyways the question is it caused alot of numbness in my penis, which went away after I was treated, but the numbness came back, but the bumps aren't there anymore. Can anybody tell me what I might have had and why it caused numbness. I have almost no feeling in my penis except for around the head of my penis.
