Little white bumps

hey guys...i woke up yesterday with what i think is some sort of rash...it first just looked like acne but i am 20 and have never had bad acne or broken out really bad...its all over my chin and its little white heads in the pores and its red around the chin also...
any idea what this could be?
its kinda itchy and my chin feels kinda dry too
ps. i havn't used any new products or anything recently that could cause an allergic reaction however am getting over a cold...no new meds, just ibuprophen and nasal decongestant that i always take
