Long abnormal lump in lower shaft of penis, what is it?

There's a painless long and round shaped lump in the base of the shaft of my penis, just above where the scrotum starts. I am sexually active, 3 or 4 times a week on average. It is not painful of itchy or red at all. Is in a fixed position and seemed to be an overnight thing. It's clearly visible in elevation when flaccid and erect. It has no noticeable outer appearance other than the elevation of the skin. I have had no pain when urinating or ejaculating. I have not seen anything similar to it in any research I've done because it is more of an enlongated tube shape rather than the circular button shape of most lumps.
