Pearly penile papules usually involve the rim of the penile head. "Pearly penile papules are small dome-shaped to filiform skin-colored papules that typically are located on the sulcus or corona of the glans penis. Commonly, lesions are arranged circumferentially in one or several rows and often are assumed wrongly to be transmitted sexually."

Pearly penile papules is also a differential here. I think in fact it is the most likely. For how long have you noted this? Are these bumps of recent onset or have you noted these for quite sometime already?
With a previous history of molluscum and folliculitis howvere, these conditions also need to be ruled out. These conditions may be readily differentiated based on physical examination.
I suggest you have this assessed by your doctor. Avoid any sexual contact until this has been assessed. This does not sound very urgent but it is best to have an initial assessment to allay your worries.
How old are you?
For bumps and lumps on the penis, it is important to consider the persons' sexual history? Have you been sexually active?
Not all bumps on the penis are due to an infectious or sexually transmitted disease. Some of these may be normal structures like sweat glands and hair follicles. They may also be blood vessels. In your case, it is important to note the sexual history and the presence of previous infections.
Have you had bouts of skin infections before like folliculitis, fungal infections and common warts?
For how long have you noted this penile rash?
I just had molluscum frozen off of my right wrist and the doctor said I had folliculitis on my thighs.
These dots make 2 "layers" of perfect rings. One on top and one on the bottom of the glans crown.
I've been looking around, sounds like it could be pearly penile papules.
