Mole or Skin Tag?

I have what I think are flesh-coloured moles on my neck and back. They are slightly raised and my shirt or necklace rubs against them causing irritation and occasional bleeding. I asked my doctor about them and he said they were skin tags and he could burn them off. Aren't skin tags those long skinny things that look like they can be snipped off? Mine are round and do not "hang" off my skin so I'm a little skeptical about his diagnosis. Has anyone ever had a mole burned off? And what do they mean by burn?
