My beard/face sore/itchy - same place everytime

Hi guys,
my face is constantly sore, and when I get too hot/cold it itches constantly in the same places. These places are on the left cheek (on the jaw line) and the right cheek (on the jaw line) and underneath my jaw and upper neck.
Whenever I place a hot towel (with hot water) on the area concerned, it itches and relieves it temporarily.
I cannot see any visible spots under the beard but sometimes after I shave, it leaves a trail of bumps (not red or white), within the skin.
Please help as I have had this problem for years.
I use anti-septic soap to wash my face once-a-day and shampoo once every-few days.
