Mystery with the Red Flaky Skin Around the Nose Area

Hi,
I do not know where this question should be grouped to, so I am putting this under "general."  My problem, or rather my husband's problem, is that he tends to develop red skin rash around his nose.  The skin will become crusted and flaky and oily.  He went to see a dermatologist and recieved a prescription of cortisone (topical cream).  It made the skin peeling and redding worse and never goes away. When my husband stopped using the cream, the skin got better and no flakiness.  However, after a few weeks, the redness and skin peeling comes back.  He also has dandruff problem. I was wondering if he has some kind of genetic disease even though none of his family members have the kind of problem like he did.  

Any suggestions?
