No itch, no flakes, just dry, lotions don't help

The skin around my armpits, onto my arms as well as my buttocks and sometimes thighs is very dry as of late. It does not flake or itch, nor does the skin appear much different, but it feels very rough. Lotions alleviate it for short times, but they don't change the texture of the "rash." Any ideas?
