Non itchy rash around eyes

My little sister recently got these little red dots all around here eyes, on the lids and under and circling the eye, but none anywhere else on her face. They aren't itchy or irritating at all, and they don't bother her. she didn't even know sthey were there until i showed them to her.
She is six years old, and i'm not sure what to do. she recently had a cold sore on the side of her chin, but its almost completely gone by now.
Is this something i should worry about, or a form of eczema that will eventually fade like the cold sore?
