Non-red bumps on upper arms

I have non-red bumps on my upper arms.  It looks much like goose bumps.  I have had this condition almost all of my life.  Depending on the time of year - it can be better and worse.  It doesn't itch or feel like anything.  It just looks bad.  What is it and what can I do about it?  I would like to wear sleveless shirts.

It sounds to me like it's consistent with Keratosis Pilaris (of the alba type).

It's most noticeable when the air is dry.

There isn't a cure but there are a number of ways to reduce the occurrence and severity of the bumps.
