Odd rash like growth on my penis

Hi, I have recently discovered a slightly red patch of skin right below the head of my penis under the circumcision scar. It elevated from the rest of the area and rough, but is not painful. I am just worried it could be cancer or something of the sort. I have not been sexually active for some time now and when I was I used protection. What could this be? should I even be worried?

I cannot confirm anything without examination but it can be contact dermatitis, sweat dermatitis, friction rub or psoriatic patch. Psoriasis is a long-term (chronic) skin problem that causes skin cells to grow too quickly, resulting in thick, white, silvery, or red patches of skin.It is thought that psoriasis occurs when the immune system overreacts, causing inflammation and flaking of skin.
