Pale Skin Under the Eyes

My condition mimics the gentleman's question of last year. I too am in my early 30's, healthy, and experiencing the inability to tan under eyes. I never had a problem tanning under the eyes until 3 years ago. My dermatologist told me I had a mild case of melasma and the only remodies are to avoid the sunlight and use bleaching cream. Unfortunately the rest of my face tans so easily that even with the cream I am experiencing rings around my eyes.
Three questions:
1. I am currently taking Flonase for my sinus allergies. Could this steriod have any side-effects on my pigmentation?
2. I read that Neem leaves and creams help balance the melanin in one's skin. Is this true...Can it help?
3. Since last year's article, have you encountered any other remedies besides the bleaching cream?

Melasma refers to too much pigment in the skin, not too little.
I don't think the steroid has anything to do with this development.
As time passes, our skin becomes blotchier in a variety of patterns, of which yours is one. Not much to be done. We don't have good creams to add pigment, so far as I know.
If I misunderstood, and you are referring to excess pigment, you might want to try TriLuma, new and quite effective anti-pigment cream that's better than those previously available.
Otherwise, there's makeup.
