I should have included a bit more info on the bump. It does not itch or hurt. It is raised and a bit hard at the touch site and appears shiny I guess. Maybe that information will help. I do not see any other bumps. I appreciate your quick response and that has helped ease some of the concern but anytime you see the words wart or herpes as a male you get nervous.

I can understand your concern for the paper like cut on your penis skin.
I have checked the photographs and it looks like injury to the thin skin of penis due to friction rub and chafing due to intercourse with a dry vagina.
Chafing is a continuous rubbing of the skin that causes redness or soreness.
Chafing occurs when the skin becomes irritated by the friction caused by rubbing – either against other skin or against a foreign material. Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. Also wear cotton undergarments. Application of mild corticosteroid cream under a dermatologist’s guidance and oral antiinflammatories like ibuprofen/acetaminophen are also helpful. Also you can use water based lubricant like KY jelly during intercourse or give plenty of foreplay before intercourse to avoid having sex with a dry vagina.
The photograph also shows a small blister like bump on the penis skin. Just keep an eye on it. Although it looks like a normal variant of Penis skin and can be a Fordyce spot etc but if it grows in size or ulcerates then genital wart and herpes have to be ruled out respectively.
