Partial Pigmentation Loss Vs Vitiligo ??

We live in NJ. Approx. 2 months, ago, the left eyelid area of my 8 year old daughter started to  become whitish.  The eyebrows are still black.  We are from Indian origin and strict vegetarians. My wife uses motrin and telenol very frequently for cold, fever etc.  Local Pediatrician guessed some kind of allergy and suggested application of Hydrocortiscone.  Even after 2 months of Hydrocortiscone cream, whitness did not decrease. The whitish area expanded and pretty much covered 3/4ths of the eyelid.  Surprisingly, she has no itch at all.  Thre are no other white spots on her body.  There is no family history of Vitiligo. When we noticed a whitish spot below the same left eye, we consulted a Dermatologist.  Dermatologist examined her eye area for less than 1 minute.  Did not confirm for sure, but, suspects possible early stages of Vitiligo.  No other tests were done.   Dermatologist was GLAD that we consulted him becasue, whatever the skin disorder is, it is in early stages and hence, stands a good chance of reversal. Due to age of child, priscribed (prescribed) the following 2 medicines:

Today is 6th day of cream application. Undoubtedly, the BRIGHTNESS and Intensity of whiteness is decreasing.  Certainly, the used to be whitish patch area is NO LONGER readyliy visible now just with 6 days of cream application. That said, even now, blood vessels in the patch area can be seen clearly with human eye.  Dr. will see her AFTER 4 weeks of treatment for initial evaluation.

1. Protopic (tacrolimus ointment) 0.1%: Mon thru Thu Twice daily
2. Cultivate Cream, 0.05% (fluticasone propionate cream): Fri, sat, sun: Twice daily  

Does this sound like Vitiligo to you ?  Can this be a partial pigment loss scenario due to some kind of  irritation.  

If it is a partial pigment loss, what is the average period for white patch to go away
If it is vitilogo, can it be reversed in early stages for children...?

WE are under stress, but have faith in doctors.
