Peeling and dry skin

Hi. Ever since I can remember I have had extremly dry skin, mostly on my legs, hands, and feet. I am now 23 years old (female)and have been the doctors countless times and have still not found anything that has helped. They have given me medicated creams to steriods and nothing worked. I use creams and lotions throughout the day but doesn't seem to moisturize for that long. About 4 times a year my hands and feet crack, peel serverly and become very itchy. My legs are just very scaly and dry. My question is, does anyone else have this problem and what creams or solutions have you tried? I am very desperate to get this under control. Thanks
