Penis "Red bumps/Irritation"

I have had experienced the same symptoms to those described in the discussion. First time the rash ocurred with significant itching, and a day later then some red "bumps" on the head of the penis.  I have been suffering this symptoms intermittently (some times it goes away for a few weeks and returns for a few days).  A couple of times, the skin seemed to "flake" (like a snake), and I think I have also experienced a deterioration on the strenght of the skin (it is now more suceptive to small ripping if having sex).  I am actually "amazed" to read that there are some more people with seemingly the exact same symptoms, and no diagnosis.

I have seen 3 different dermatologists in the past year besided my family doctor, none of them have been able to correctly diagnose. (had 3 test for potential STD's, all came back negative, also was referred to an urologist with same result)

Common diagnosesis were "regular" irritation maybe due to a soap/lotion changes (none of which really occured), I was given a couple different atibiotics (did not work), and also tried Hydrocortisone that seems to "help" some-what with the redness, but really does not seem to 'cure' the root cause...  (not surprised of this since I dont think I have been correctly diagnosed)

I wonder if there is ANY type of (if not conclusive) very accurate testing (othat than a visual examination and/or an indirect method like blodd test)???   I feel that every time I have seen a new dermatologies is like starting from zero, and going no-where...  I would sincerely appreciatre any help/advice.
