Penis Sores

Doctor,
A few months ago my boyfriend was complaining of a sore on his penis. It was on the shaft of his penis and it looked alot like a mosquito bite/pimple, it was a small bump and was red and he said sometimes it got itchy.
He went to the doctors and they had a look and gave him a full STD/STI test, he didnt have anything. About two weeks after that he got another one, so he went back to the doctors. They gave him Scabie Cream and an Exma (eczema) Cream also.
He used them and the seccond one went away, he uses the exma (eczema) cream every night and about a week and a half later he has got another one.
I am unconvinced that they are scabies or exma (eczema) like the docotos have said because they keep comming back even though he uses the cream and washes himself thourouly after sex. They are not always in the same place, but they are always on his penis. He has never had them before this, nor anything like it.
If you have any idea on what these lumps may be, please let me know.
