It can be due to fungal infection causing balanitis as mentioned earlier or due to phimosis skin. People with phimosis cannot move their foreskin and cannot clear or wash under foreskin of penis. You must not try to pull it back as it will cause pain. Treatment includes application of a steroid cream to the foreskin up to three times a day for about a month to loosen the adhesive ring. But if it is a fungal infection, then steroids should not be applied as it can aggravate the fungal infection.

I thank you for your help. your advice really helped me but now the problem has resurfaced again.
Its very very painful to retract the foreskin, when I try to stretch the foreskin splits and develops crack due to which sex is very painful and I dont want circumcision. Kindly suggest me a good doctor.

It can be due to balanitis skin. Oral course of antibiotics is needed. In addition,please don’t use any cosmetics on the penis, instead use some topical antimicrobials like Bacitracin or Lotrimin.Also corticosteroids and topical immunosuppressants can be used but they are available under prescription. Also retract the foreskin daily and soak in warm water to clean penis and foreskin. In case the symptoms persist then please consult a urologist/dermatologist for evaluation and antimicrobials and steroids prescription.
