Penis foreskin problem

I'm 75 and uncircumcised. The band at the end of the foreskin of my penis over the last few years has lost its color and as a result of the cause the foreskin has become increasingly tighter. I've tried triamcinolone (.025%) and separately, clotrimazole with some steroid. Both worked (clotrimazole without the steroid doesn't do much) but my doc and urologist limited their use to the point the condition is uncomfortable.
Also, one urologist said I needed a surgical procedure but not a circumcision - just a slit of some sort. A second urologist said the first urologist was wrong and circumcision would be necessary if the condition got worse - which it is.
