Penis is Red and Itchy and layer of foreskin coming off

Hello, i am 19 years old and i am not sexually active, i am healthy and had no problems of thit type before. My problem is that at the head of the penis the skin is itchy and red. it look like an irrtation and a layer of the forskin is coming off. Im am kind of scared cuz it never happend to me before. I have includet two pictures:

Also one more thing! The white stuff you see on the picture is just pieces of foreskin that came off.
