Penis rash/lymph nodes

I have two separate questions:

1.  I have had a rash on the backside of my penis for the past 9 years - since i was 12 or 13 years of age. i am now 21, and it is still there.  it begins right at the beginning of the backside of the shaft. it starts off as a bumpy sort of red, but at touch, it feels smooth. it goes down directly to the scrotal area and then it sort of merges in with the color of the scrotal area. i think that it is also important to mention that it starts off skinny at the beginning of the shaft, and as it moves down to the scrotal area, it expands, but is less red near the scrotal area. the rash is also outlined, being darker on the outside and lighter on the inner portion of the rash. what could this be? could it be cancer? I also noticed various discolouration areas on my penis - not black or brown, but rather a darker skin colour. perhaps they could be described as a very very light brown. i should mention that i am circumsized. what could this be? should i get a biopsy of these rashes/discolorations?

2. i have several enlarged lymph nodes (~ 6) in my neck. i got them checked by a doctor a little over a year ago, and he didn't make much of them. they haven't grown since then, but they also haven't shrunk. i would say they are all around the same size, being around 1 cm or maybe very slightly larger. what should i do? should i get them removed surgically? could it be lymphoma?
