Penis scar around head...sensitive/painful

Due to excessive masturbation, I have developed a white ring (a scar) on my penis. The ring is about half a centimeter "tall", and the positioning is such that it is where the head meets the shaft. The ring goes pretty much the entire circumference. It is off-color white and very sensitive to the touch. I've had this for months and have tried to take it easy on the masturbation. Recently, I've completely stopped and have been applying Neosporin/wrapping it in gauze to prevent rubbing.
Will this eventually heal? Am I doing the right things?
