Penis shaft hypopigmentation

Dear Dr Rockoff.

The condition i have with my penis shaft skin was diagnosed as hypopigmentation or loss of pigment color by a dermatologist. the spot is circular in shape about size of pencil eraser about a centimeter below the penis head. My concern is that a couple months following this hypopigmented spot, i started noticing a border like redness surrounding this spot and more redness on buttom of this hypopigmented spot. The redness surrounding the hypopigmented spot when penis skin is spread is clearly nothing but small blood veins that are very tiny and close to each other, when skin is brought back to normal without spreading it looks red. My questions to you are:

1) this redness that followed the hypopigmentation by 2 months a sign of color being regenerated?
2) If not then why is this redness or small blood veins are appearing only around the hypopigmented area
3) is it a coincident that they are appearing exactly on the border of the hypopigmented spot
4) if skin color is being regenerated, approx how long would it take to be back to normal. (approximation is ok)

Please note I am not concerned for any STDS so please keep your reply mainly focused on skin pigmentation. I have posted a couple links for the picture and I hope to hear back from you soon. I might have damaged the skin in the past due to frequent masturbation or by applying different creams to the same spot to avoid fungus infection  Sorry for the lengthy comment(tried to keep it as short as possible). please view the following links of the picture i uploaded.

Since you've seen a doctor and been examined and diagnosed, you really ought to ask this question in person rather than on the internet.

No.

I don't know, but I can't think of any significance.

Probably.
4) if skin color is being regenerated, approx how long would it take to be back to normal. (approximation is ok)
Many months, perhaps years, if at all.  Please speak to your doctor about possible treatment with a cortisone cream or Protopic ointment.
