Penis skin weakness

Right below the base of the head of my penis, on the right side of the shaft, there's a bit of weak skin that kind of thins more when I masturbate and is open. I've refrained from masturbating for at least a week now (it's been like this for about two months now but I've been too weak willed to stop masturbating until now), and now it's starting to heal but when I'm erect the skin seems a little tight.  Will it become more loose and normal as it heals more?

Also this is the third time in my life my penis has had some weird thin skin where I have to stop for a while for it to heal before it's back to normal again, why does this keep happening?
