Pimple on 14-month-old's foot

My 14-month-old son has a small bump on his foot.  For months it looked like a white-head pimple and never changed.  I meant to ask the his pediatrician about it, but forgot.  Then over the holidays it expanded in size to ~1/4" in diameter.  Now instead of being filled with a white fluid, it is filled with blood.  What is it and what should I do about it?

I just read your question and I have the exact same problem with my 11 month old son.  He has what looks like a pimple on the bottom of his foot.  I wasn't too worried until I read what eventually happened to your son's.  I was wondering if you ever found out what it was and how to treat it.  Any help you can give me will be much appreciated.  Thank you.
