Pimple or Herpes?

I woke up yesterday morning and noticed a painful red bump on the border of my upper lip and skin. Throughout the day I felt some upper lip tingling and a few hours later I noticed a red circle form on another spot on the top of my upper lip (it looks like it's forming under my skin and is not elevated). I tried popping the first bump, but it let out a tiny bit of white stuff, some clear fluid, and then swole and throbbed for a while. I put toothpaste on both things and I found that the bump went down a bit. It's day two, my lip is still tingling but no signs of an open sore. The first bump is now a small, tingling bump and the second looks like a red circle under my skin.

I've never had a herpes outbreak but I've read a few articles that say herpes outbreaks generally occur around the time of menstruation. It happened between periods.

I've had pimples around my lip line before, but they usually don't tingle. This time the pimple came first and then the tingling. With herpes, doesn't the tingling come first as a sign of an outbreak?

I usually get my upper lip waxed and the hair is growing back.

Is this herpes? Is this a pimple? Is this a hair follicle infection?
