Pink discoloration around penis

I've been dealing with some light pink discolored skin on my scrotum and part of my penile shaft for the last couple months. It is itchy and becomes flaky every so often (the skin trying to grow back) I've tried lotions, hydrocortisone cream, anti-fungal creams. Sometimes, it seems as if its getting better and healing but then it always gets worse. I've attached some images so you can take a better look. I'm at a loss of trying to figure this out and don't have health insurance to visit a dermatologist. Any ideas or help would be greatly appreciated.
