I had Pityriasis Rosea on my legs a few months back (biopsy confirmed this), so I thought I had the same thing, either that or poison ivy.
I have it on my butt, as well as in between scrotum and thigh and a couple inches above penis (nothing on the penis though). I think a little bit is on the scrotum as well as shown in the picture.
I'll let the photos speak for themselves but I've never had unprotected sex and I've only gotten oral sex twice (and that was like 8 months ago). So I can't believe my luck if I do have it.

This does not appear like herpetic lesions to me. Herpes appears as clustered vesicles that may rest on a reddish background. The vesicles usually cluster together and they may be burning and tingling. In the images, they do not seem to appear this way. The bumps appeared to be skin colored. One differential here is a wart. Warts may appear to be raised, skin colored bumps. Have you been exposed to anyone with this skin condition?
Pityriasis is still a differential here. I suggest that you have this assessed by your dermatologist. At this point, I do not think this is herpetic in nature.
