Poison Ivy on Crotch?

I just got a tattoo two weeks ago above my penis, and so obviously i had to shave very well around my crotch. i am underage, but i know a professional artist, who has been my friend for a long time, and so he opened everything in front of me, in a sterile environment, so i know it has nothing to do with the tattoo. I peed on poison ivy a few days after that, and then i noticed red, small itchy bumps around my pubic region. i put some poison ivy relief cream on the area, and it helped, especially because it was at the base of the penis and on the scrotum. it has helped a lot, but it still the redness has stayed. and now i have a chafed/painful foreskin, it is dried and cracked, but only hurts when i retract the foreskin. everything is getting much better, but it is still there and it is concerning me. mainly the foreskin, so i try to leave it alone, and it helps. is this really poison ivy? is there any other thing/disease/anything that this could be?
