Poison Oak Rash heals then comes back right after Prednisone is finished??

About 4 weeks ago I got a bad poison oak rash, got hives, bad itching. Went to the doctor and was prescribed Hydroxyzine & Prednisone for 5 days. This made a huge difference but, once the prednisone wore off the rash back full force. I returned to my doctor and was prescribed Prednisone for longer and a higher yet decreasing dosage over 7 days. Sure enough, the rash dried out and healed, itching subsided until about 2 days after finishing the course of Predisone. Now, im itching again and the rash is returning! it's like if I'm off Prednisone it will come back but, i cant keep taking prednisone over and over. What's going on?? What should I do and what will probably be the next treatment method??
