Possible HPV appearing over a year and a half after last possible contact?

I have a number of small bumps (3-5) on the right/underside of my penis, right where it meets my scrotum. They do not vary in tone from the surrounding area and are not painful or irritated in any way. The first one I noticed I initially thought was a skin tag, and thought nothing of it. Since I’ve noticed the others, I’ve been a little more curious and have done some reading.

Symptomatically, I it sounds like it could be HPV, but at the time I noticed them, it had been about 20 months since I’d had sex with anybody (and then somebody I’d been exclusive with for two years, although I have my doubts that she was being exclusive at the end), and everything I’ve read about HPV says that it generally shows up weeks to months after contact, not after over a year and a half.

It could be warts, but is more likely to be cysts, which are common in the vicinity and don't need to be removed.  See a doctor for specific diagnosis and reassurance.
