Possible Warts?

Firstly, I shave my pubic hair.  About three months ago, I noticed five round bumps located sporadically in the lower region of my pubic hair.  Not on the shaft of my penis, but close to the area where the abdomen meets the penis.  These bumps were flesh colored.  Initially, I left them alone.  After remaining unchanged for two months, I began to worry.  Firstly, I poured vinegar on the suspected bumps, but they did not turn white.  Then, I made an appointment with my doctor to have them examined.  My doctor performed a biopsy on two of the five bumps.  The biopsy results concluded that the two suspected bumps were skin tags.  My questions are as follows:

1.)  Is it possible to get five similar looking skin tags in the same area of your body at the same time?

2.)  Could these skin tags have been a result of shaving my pubic hairs?

3.)  If the bumps were a result of clogged hair follicles, would the biopsy still conclude that they were skin tags?  

4.) Is it possible that a clogged hair follicle would remain unchanged for two months?

5.) Since the biopsy results concluded that two of the five bumps were skin tags, is it safe to assume that the other three bumps are skin tags as well since they appeared at the same time and are similar looking? Or should I have a biopsy performed on the remaining three bumps to safely conclude that they are not warts?

Yes.

No, they just grow.

No.

Yes.

If they all looked the same, I wouldn't bother biopsying any more.

I have this same issue. It only happens when I shave, and they do not go away. They are flesh colored, and I only get them at the base of my penis.
My question is, how can I get rid of them? What exactly are they? And how can I prevent them?  Thank you
