Problem in Scrotum

Hello! I've been experiencing this problem for quite a long time, but, due to its nature, I've never felt comfortable in contacting a doctor so to check it out. I'm doing this now, as I feel I should get some clarification before it gets worse.
For quite some time, I've been experiencing a non permanent itch on my scrotum located on the left side. I've never paid any particular attention since I never found any sort of rash, redness, bumps or anything worth noticing.
Anyway, a couple of months ago, I found a particular disturbance that sounded my alarms ... when I looked at myself in the mirror, I noticed something particularly odd with my scrotum's skin exactly where I kept on feeling that itch. When I lifted my penis up, I found that the skin around that particular area had grown into a wrinkled soft mass that extended from where my left testicle is right to the base of my penis. When I spread it, it feels like very ordinary (yet a bit drier and with a few almost unnoticeable very small red dots) skin, with no lumps or anything else that should be considered a cause for preoccupation (only the itch remains). Nevertheless, it became very unesthetical and the first thing that comes to my mind is to surgically remove this extra skin, because it feels like the skin on the left side of my scrotum is growing in length while the skin on the right side remains as it should be.
It’s very hard to descrive this, but I hope I’ve clarified you enough. Can you please give some advice, or at least shed some light on what this situation might be? Thank you very much for your time!

Itch with no rash is usually from stress, such as the stress of wondering if you have an STD.  Looking at a body part you don't usually look closely at often causes concern that isn't needed, because you don't realize that's what it's supposed to look like.  Scrota are unesthetical, but surgery is not necessary and should not be done.  Please see a doctor and get a proper diagnosis and learn to come to terms with your body, which I'm confident is quite normal.  And ignore the itch.
