Question regarding bumps in pubic area and on penis...

Alright, these first started a few months ago in my pubic region. It started with just one red bump that I noticed while shaving, because I accidentally cut it! Anyway it bled for a little bit and then a few days later, around it a few more bumps showed up. They looked kind of rough in texture, but they were tiny, about the size of a small pimple. They continued to pop up and disappear, and I just began to think nothing of it.
Recently, they have started making their way up the shaft of my penis, on the sides primarily, and one on the tip. But they only take 3-4 days to go away. I can post pictures if you'd like, it's just i'm in the army, and its kind of difficult to ask my commander if i can go get my penis checked out by the medics, then people start talking yadda yadda, its like high school sometimes!
I am just trying to make sure that I do not have herpes or anything.

Additional info: The bumps are still in my pubic area, but aren't necessarily in hair follicles (as noted by them being on the shaft and one on the tip)

this sounds kinds of like what im dealing with. small bumps at the base an on the sides of my penis. ive had it looked at before and the doctor said it looked like enlarged hair follicles. but she did not instruct me on how to deal with them. the bumps have really not gone away from what i can tell. they dont hurt or really itch that much but i would rather not have these bumps all over the place down there. im stationed in iraq and cant do much about it right now but some advice for lotions or creams that would help them go away would be appreciated

Without examination,confirmation of a diagnosis is tough but it can be contact dermatitis,rash due to friction rub,folliculitis,cysts  or molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug).From the picture ,it looks like folliculitis.

Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen.If the lumps persists then it will be best to get it evaluated from a dermatologist.
