Rash - ants in pants?

My three year old son has a recurring rash on his upper buttocks.  We have been using OTC hydrocortisone.  The rash gets better but re-erupts frequently.  The rash consists of numerous tiny, red, raised bumps with halos. The bumps have tiny heads (pimple like).  As he scratches this rash grows. We live in Colorado and have no pets.  I want to deal with the cause as well as treat the rash.  My son has his hands down his pants constantly!  Thanks!

You answered my question!  
I have a rash, bumps etc. like the picture.  I am active with soccer, sand volleyball, and running.  I avoid cotton underwear when I exercise because they don't dry quickly.  And I've slept with only loose shorts on, shower asap, used more soap, and used less.  Still they are there.  
I'm going to use tea tree oil as an antiseptic first.

Hello,
It looks like folliculitis to me. Folliculitis starts when hair follicles are damaged by friction from clothing or blockage of the follicle. In most cases of folliculitis, the damaged follicles are then infected with the bacteria Staphylococcus (staph).

Please keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful. In case the symptoms persist then oral antibiotics may be needed. Please consult a dermatologist in that case.

i have the same thing it happened about a few months ago with one bump and now i have as much bumps as your son in the picture. but they only get red like that when i am in or i get out of a hot shower. someone please help us!!!
