Rash after playing with feces

My friends 3 year old has developed a rash on the arm and back.  She has recently gone through a phase of touching her poop.  Are these things related?  What could it be and how do we find out. It's a total mystery rash, and did not seem to bother her.

It is very unlikely that a contact with feces will cause such symptoms. It can be due to allergic reaction or contact dermatitis to some other thing like soaps, detergents with which clothes have been washed or some foods. It can also be due to atopic dermatitis or eczema. To confirm the diagnosis, your friend needs to get her daughter examined by a pediatrician.
