Rash around mouth. Perioral Dermatitis??? HELP!

I have had this rash on my mouth for over a month now. It has gotten worse. It started with a small bump below my nose. Now it is above and below my mouth. Red bumps. No puss or anything in the bumps. They are kind of dry and scaly. They are kind of itchy and burn a little. I did some research and all that I can assume is that it is Perioral Dermatitis.

I haven't changed makeup. I have changed my birth control in the past 4 months. I was on the shot, now I am just on a pill. I have dry skin. I apply vitamin e oil to my face daily as I have been doing for the past 2 years. I switched oils in the past month but I recently switched back. They seem to have the same exact ingredients.

I don't know what to do and I don't have insurance. Is there something that I can do to clear this up? I tried calamine spray. I recently bought some 1% hydrocortisone but I read that that could make it worse. I have been wearing makeup to cover this up. I work with the public.
