Rash o my chest

Hi Doc,
            I am having a rash on my chest but it is of a kind that it has small patches that are almost body coloured or slightly pink but when I scratch my chest it becomes red and if I leave it for few minutes say 15 then I returns to the mild pink colour. But recently it has been started itching a lot when ever my shirt touches the skin. Also there are few pimples on my chest but these pink patches are all over my chest . Also I am facing problem with my tongue its white and when I scrap with brush it goes away . One more symptom is that on the wet surface of my penis as I am uncircumiszed , every morning when I rub it white coating gets removed , I just wanna know if it is normal or not? I had a unprotected oral (received oral sex) exposure 5 months back and I had tested for hiv 4 times i.e after1 month, 2 months, 3 months and also five months all came back negative. Please advise me doc.

can u clarify if its a sign of hiv as i am having it for last 6 months and i got my self tested after 7 months of my exposure for hiv antibody test.

Hi Doc, Today i also got my other test results after 7 months and one week(after exposure-unprotected oral sex) both both HIV-1 & HIV-2 and also for Hep B and Hep C and all came back negative.

The chest rash might be tinea versicolor.  This is a non-contagious fungus.  Try applying Selsun Blue overnight for 7 nights, washing it off in the morning.  Your tongue sounds normal.  

Please see a skin doctor to look at your penis and the other rashes as well.  This does not sound like an STD.
