Rash on Arms

I've had a rash from the shoulder to the elbow.  It wasn't as bad before but now it has gotten worse.  It does not bother me, it doesn't itch nor burn, but I don't know what it is.  They look like small little dry pimples with some looking like they are dry.  They are only on my arms and now spreading towards my wrist.  

What can it be?  A relative said that it could be scabies, I don't know.

Are these reddish rash or bumps?

Are they whitish or skin colored?

A likely differential here may be keratosis pilaris. They may appear as whitish rash which becomes sand papery to the feel. They are not  itchy nor painful. It is best to have this assessed by your dermatologist. Keratosis  pilaris usually presents on the back of the hands and the legs. They are rough due to plugging of follicles with dead skin or keratin.
