Rash on Penis

I have two spots on my penis that are very red and every few days they dry out and the skin will peel. I was tested for several STD's long before this happened and I haven't have sex since the STD tests.  All came back negative.  I went to the doctor for another issue but asked about the redness I was having and he told me it was diaper rash and gave me a steroid cream.  It sorta worked,it would make the redness go down and you could barely see the spots but eventually I ran out of the cream.  It came back as soon as I was done with the cream. I went to a dermatologist and he told me that steroid creams wouldn't help it would only hurt the skin on my penis and told me to just moisturize because he thinks is it eczema.  I have been doing this for about a month now and there is zero change.  I'd go back to the doctor but I recently moved so that's not an option.  I fig'ed I could get a little help here before I went to another derma. and pay the money from them to tell me the exact same thing.

Are there other symptoms present? Without proper evaluation, it would be difficult to reach a diagnosis. Aside from eczema, other differentials include psoriasis, Zoon's plasma cell balanitis, or dermatitis.  Psoriasis most commonly affects other parts of the body, particularly the knees, elbows and scalp, but occasionally first appears on the penis, usually on the glans or inner surface of the foreskin. Psoriasis appears as thickened red papules or plaques with a well-defined edge. In uncircumcised men, and at other sites, it has a scaly surface. It rarely causes irritation. It is caused by an abnormality of skin production and can be inherited.

It would be best to have this evaluated further to determine proper management. Take care and regards.
