Rash on Penis

Hi, My name is roger. I Have a question. I never asked a med online anything so please cope with me. Let me tell you my story before I go into the question. For a couple months (that i can remember) some sort of redness (sometimes makes me think it's flakey lil white dots but it's really a redness) on the penis head has been bothering me for quite a bit. I get a stingy feeling on my penis a few times a day(maybe once somtimes..RANDOMLY), It barely itches me, And it does NOT hurt when i urinate. (I am circumsized) if that helps, Just a stingy feeling and redness that won't go away. I got so scared that i thought it was herpes because i had a small lil white head on my foreskin as well as the redness on the tip of my penis. ( i went to the doctor and he said the lil white head or pimple was just oil from my glands that were building up and wasn't serious ) As i went on, I noticed redness swelling up in that same location on the penis head, that looks almost identical to this picture visit that link, it LOOKS almost identical to that picture. the same location but not as much redness as the picture has. the redness is smaller but on the same location as that picture. I often have a habit of using shampoo to scrub clean my penis and foreskin? does that effect anything? I only had 2 sex partners (one of them i am still with). My sex partner gave me oral sex and didn't experience anything that I am.(she's a girl). She's been giving me oral for more than a few months now, and doidn't experience anything. SHOULD I be this worried, because i can barely sleep at night knowing i got  redness on the tip of my penis. Should i go to the store AND buy lotion? does this SOUND serious? should i make an emergency call to my healthcare provider? Please help me MedHelp!!!

okay. I kinda have the same problem as Roger Sada. I am 17 years old and have had sex with 6 different partners(2 which i had unprotected sex with). The first girl i had unprotected sex with (about a yr ago)  i had no problems until the LAST time we had sex. I noticed a itchy red patch on my penis head with tiny lil bumps throughout the patch. it didnt hurt or anything when i touched ir or when i urinated so0o i looked online at a couple of forums and read that 1% hydrocortisone cream would help. So i tried it and it went away but at the same time made my penis head very dry so i stopped. and didnt have have sex until about 2 months ago with the girl i am currently with. before me and her started being sexually active i went and got a HIV test and it came out negative(thank god) but i havent got a STD screening becuase im unaware of who can give me the screening. So after i got tested we had sex(protected 3-4 times) then 3 days ago we had it unprotected. 2 days prior to that i noticed this same patch again except this time it itched ALOT more and now in the shower when i go to clean it it get irritated and burns. . . so my questions is based of my story could it be herpes? it seems like i onli get this rash when i have unprotected sex becuase when i use a condom im fine. i was thinkin it could be caused by friction becuase both times i recieved the rash my sex parters vagina was dry in the beginning of sex which hurt my penis. . . but im scared please ANY ONE HELP!!!!!!!!
