Rash on Testicles

Hello Doctor,

I have had a rash on my testicles for about 4 years. Most of the time it is an active rash characterized by redness, cracked skin (painful), discoloration (red on rash area with darker skin in the surrounding area) and exteme itching. I can alleviate some of the cracking by applying a fragrance free lotion daily. I have been married for 8 years and have not had any extramarital sexual activity. I also have had a rash appear on my fingers as well (top portion of finger between the knuckles) that sometimes gets a rash that is characterized by little fluid filled bumps or blisters that itch quite a bit and dry skin. However the finger rash is intermittent whereas the groin one is persistent. What do you think? Thanks.
