Rash on my left palm

I used to have bad eczema on my legs and arms when I was much younger, but never on my hands. Last summer I went to Miami Florida on vacation to see my family for a few weeks. While I was there I got this new rash on my left palm and I am left handed. I don't know if I touched any poisonous plant or something but I've had it for almost a year now, it is very annoying and gets in the way. My palm is reddish but it has little white flakes of skin, and sometimes the skin on my hand breaks open and gives off a weird clear fluid if I stretch it too much. I went to the doctor to see what it was, but they couldn't see what it was and just gave me a little tube of ointment. The rash is spreading so how do I stop it?

Two diagnosis- one a cumulative insult dermatitis and the other palmar psoriasis.Best to use barrier cremes like rashfree for the earlier the more likely one.Hydrocortisone creme at bedtime would help too.Biopsy would differentiate the conditions.
