Rash that isn't herpies(herpes)

Hello,
I was diagnosed by a walk-in clinic with genital herpies (herpes) just by visual check. I was so freaked out. I took Valtrex twice a day for 10 days which didn't clear up the rash. I went to planned parenthood and they gave me a blood test
and it isn't genital herpies (herpes). I have not been sexually active for over 10 months. They told me I need to see a dermatologists.
The rash is on top shaft of my penis about a quarter of an inch after the head. It is an read patch that forms little white-head like bumps unlike the pictures I have seen for herpies (herpes). They don't seem to be blisters. It goes through a cycle of red dry, small errated, scabed it seems like, then red and soft. I also have seen two little with dots on the shaft of my penis develop and then subside. Is this HPV? Is this ringworm.
I need help. I don't know what I have.
