Rash?

Hi. I was wondering about a rash I seem to have. Originally it started with my hands swelling slightly and a soar throat. I have tiny little lumps  on the side of my fingers.... And my arms have a red non elevated rash. Around both  outer elbows is a patch of red with no breaks of white what so ever extending roughly 3 inches down and up the OUTER elbow. Inner elbow is clear. Also from just below the knees it starts again and goes up my legs though the private area is clean. Also on the knees is more of the same solid Red. It Appeared this way within 1 day. Also It Never Itched until I tried some Hydrocortisone Ointment... Though it may be because I am thinking about it... Also, it's not really noticeable on the backs of my arms other then the elbow areas... The red patch spot is also on the triceps area though not in my arm pit. The redness on my upper thighs ( as it's not on lower legs ) is mostly red with spots or areas of white.... Any Ideas?
